This proposal was discussed between Mr. Gent and Professor Channon yesterday. Mr. Thorogood and I were also present. Mr. Gent explained that we felt that we ought now to be getting on with plans for the re-opening of Hong Kong University, on the reoccupation of the Colony, as we are planning for a resumption of all other activities in the Colony and it was agreed that, for this purpose, a small ad hoc committee of people with knowledge of Hong Kong and the University would be desirable. It was further agreed that (as with our other planning activities) the arrangements for the immediate reoccupation period should be planned with an eye to the future, and in this connection it was thought that it would be very desirable that any ideas that might be formulated as to the future of Hong Kong University should be brought to the notice of the Asquith Commissèon. For this reason it was desirable that consideration of these problems should begin as soon as possible.
Discussion then turned to the comparable
problems for Malaya and it was eventually agreed that the higher educational facilities in Hong Kong and Malaya were so efated that it would be desir ble for them to be examined by a single committee. Professor Channon himself is already the part author of a valuable report on Malaya and has some knowledge of Hong Kong University and is himself a member of the Asquith Commiss&ON. He would therefore constitute a very valuable link to ensure that the problems of the Hong Kong University and the higher educational institutions in Malaya should receive due consideration by the Asquith Commisséen.
It was, therefore, agreed to recommend that a Committee should now be constituted to review both the immediate reoccupation arrangements for these institutions both in Hong Kong and Malaya and also to formulate proposals of a longer term nature, and that the Committee should be composed as follows :-
